Creates new felony offense for knowingly selling or offering to sell travel services that include or facilitate travel for prostitution or human trafficking purposes, punishable by up to 5 years imprisonment or a fine of up to $10,000, or both.

Increases penalty to up to 10 years imprisonment or a fine of up to $15,000 if the travel services violation involves conduct against a minor.

Defines "travel services" to include transportation by air, sea, or ground; hotel or lodging; package tours; and vouchers or coupons for future travel or accommodations provided for a fee or commission.

Allows prosecution in any county or city in or through which a person transports or attempts to transport someone in violation of this section.

Takes effect 90 days after enactment.
