Maintains $5.00 service fee for initial application and renewal of special registration plates, with disability tabs issued free of charge.

Specifies eligibility requirement of service-connected total or permanent total disability rating from the United States Department of Veterans Affairs or disability retirement pay from a uniformed armed services branch.

Makes misuse of special registration plates or disability tabs on unauthorized vehicles or by unqualified persons a criminal misdemeanor offense.
