Requires all indigent criminal defense systems and attorneys providing indigent defense services to cooperate with the Michigan Indigent Defense Commission (MIDC) in investigations, audits, and reviews of their services.

Allows indigent criminal defense systems to submit cost estimates to the MIDC for developing plans and cost analyses, with the MIDC awarding grants for approved costs.

Requires each indigent criminal defense system to submit a plan within 180 days of MIDC standard approval and an annual plan by February 1 each year, addressing how minimum standards will be met and including cost analysis.

Directs the MIDC to approve or disapprove submitted plans and cost analyses within 60 calendar days, with disputes unresolved after 3 submissions going to resolution procedures in section 15.

Requires the state to appropriate funds to the MIDC to provide grants ensuring all indigent criminal defense systems can meet minimum standards without exceeding their local share obligations.
