HB 5869 Summary

• Allows counties not currently in a public transit region to petition an existing regional transit authority for inclusion, subject to county governing body approval and authority board approval.

• Requires petitioning counties to be adjacent to a county already included in the public transit region and to receive board approval for admission.

• Designates petitioning counties as provisional members without voting power or transportation services until voters approve the authority's assessment or motor vehicle registration tax in a general or special election held at least 71 days after board appointment.

• Permits municipalities (cities, villages, and townships) within a public transit region to withdraw from the authority by approval of their governing body resolution.

• Takes effect 90 days after enactment.
