Requires ballot secrecy sleeves to contain standardized ballot marking instructions either printed on the front or in a clear plastic pocket, including instructions for straight ticket, split ticket, and mixed ticket voting.

Removes the prohibition on straight party ticket voting positions on ballot labels, allowing voters to cast a straight party ticket vote by a single selection for all candidates of one party.

Modifies emergency ballot procedures to permit voters to vote a straight party ticket or indicate the party ticket they favor with names of other candidates they prefer.

Updates ballot counting procedures to first select and count straight tickets separately, crediting votes to all candidates on that ticket, then count remaining ballots using methods that ensure accuracy and promptness.

Repeals a $5 million appropriation that was designated for purchasing voting equipment to eliminate straight party ticket voting.
