Requires the Michigan Strategic Fund to establish substance abuse testing requirements beginning October 1, 2016, for all recipients of loans, grants, or other project funding or assistance from the fund.

Mandates that fund recipients must submit to and test negative for substance abuse under a testing program prescribed by the fund.

For corporate recipients, requires drug testing of the president, chief executive officer, and all managerial employees who directly report to the president or chief executive officer.

For partnership recipients (general or limited), requires drug testing of all partners and managerial employees who directly report to a partner.

For limited liability companies, requires drug testing of all members and managerial employees who directly report to a member.
