• Mandates retailers disclose all terms and conditions to prospective purchasers through conspicuous notices in mail offers, electronic messages, printed materials on the certificate/packaging, or separate documents with toll-free phone numbers for access.

• Prohibits retailers from refusing partial redemption when a gift certificate balance is less than the purchase price; the certificate must be applied toward the total cost.

• Takes effect 90 days after enactment.
