Adds new subsection (c) to require live births surrendered under Michigan's safe delivery of newborns law to be reported with parents listed as "unknown" and the newborn listed as "Baby Doe."

Adds new subsection (d) to establish reporting requirements for live births occurring during attempted abortions where the mother refuses to authorize life-sustaining medical treatment, requiring parents be listed as "unknown" and the newborn be listed as "Baby Doe."

Specifies that births during attempted abortions in institutions follow the standard institutional birth reporting process (subsection a), while those outside institutions follow standard out-of-institution reporting (subsection b), both with anonymized parent and infant names.

Removes the definition of "abortion" from the definitions section and adds a definition of "surrender" referencing the safe delivery of newborns law (MCL 712.1).

Takes effect 90 days after enactment into law.
