• Requires individuals seeking special window treatment exemptions to submit a form approved by the secretary of state and signed by a physician or optometrist, rather than carrying a letter, and mandates the secretary of state enter this information into the law enforcement information network.

• Modifies window tinting restrictions to prohibit tinted film on side windows immediately adjacent to the driver or front passenger that extends below the shade band and allows less than 70% visible light transmission.

• Clarifies that tinted film of any visible light transmission may be used along the top edge of the windshield and side windows or sidewings, with restrictions on how far it extends.

• Takes effect 90 days after enactment.
