Reduces college credit requirement for substitute teachers from 90 semester hours to 60 semester hours from a college or university.

Requires the Department of Education to amend applicable rules to be consistent with the new 60 semester hour minimum for substitute teachers.

Maintains existing requirements that teachers must hold valid teaching certificates to teach in grades or departments, with limited exceptions for counseling roles.

Specifies qualifications for individuals serving in school counseling roles, including options for teaching certificate with school counseling endorsement, master's degree from approved counselor education program, or 5+ years out-of-state school counseling experience.

Takes effect 90 days after enactment into law.
