Amends the 1969 Public Service Commission Act to replace "who" with "that" when referring to persons engaging in gas transportation or operating pipeline facilities.

Restructures Section 4 to require pipeline operators to both file inspection and maintenance plans with the Public Service Commission and communicate annually with county and local emergency management coordinators.

Requires the commission to consider relevant pipeline safety data, appropriateness of the plan for the type of pipeline transportation, and the extent to which the plan contributes to public safety when evaluating adequacy.

Mandates pipeline operators to review their public education programs under 49 CFR 192.616 during annual communications with local emergency management coordinators in jurisdictions where their facilities are located.
