Creates the Michigan veterans' facility authority as a public body corporate within the department of military and veterans affairs to develop and operate long-term care facilities for veterans and their dependents.

Establishes a 9-member board of directors consisting of the department director, 3 members representing veterans' organizations, 3 general members, and 2 members selected by legislative leaders, with 4-year terms and reimbursement for travel expenses only.

Authorizes the authority to issue bonds without state department consent for veterans' facility development, with bonds secured by pledged revenues and treated as special revenue obligations governed by this act rather than municipal finance law.

Exempts authority property, income, and operations from state and local taxation, and grants authority independence in staffing, budgeting, and procurement though these functions may be performed under the department director's supervision.

Requires annual written reports to the governor and legislature detailing facility development status, census, revenues, veteran statistics, and staff costs, with supplemental quarterly reports during facility openings and audits by the state auditor general.
