Board of Michigan veterans' facilities must file annual written reports to the governor and both houses of the legislature within 90 days after each fiscal year ends.

Annual reports must include facility development status, census data, closure statements, revenue and expenditure accounting, resident statistics, improvement recommendations, and staff salary and benefit costs.

If a facility is likely to close in the next fiscal year, the board must file supplemental reports every 90 days (within 60 days after each reporting period) until the facility closes.

Board accounts must undergo annual audits by the state auditor general or a certified public accountant, with performance audits required when facilities receive substandard quality of care findings or unsatisfactory audits from the U.S. Department of Veterans Affairs.

Act takes effect 90 days after enactment and is contingent upon passage of a companion bill (HB 5919 or SB 1100).
