Creates a sewage overflow cleanup fund within the state treasury to receive payments from entities discharging untreated or partially treated sewage into state waters.

Requires entities responsible for sewage discharges during 2017 or later years to make annual payments by February 1 of the following year, calculated as 5 times the entity's highest sewage treatment fee multiplied by the discharge volume.

Authorizes the department to request the attorney general to recover unpaid amounts and establishes that these payments are in addition to any fines under existing law.

Directs the department to distribute fund money through grants to local units of government whose jurisdiction includes or adjoins affected surface waters, for cleanup of materials contaminated with human DNA markers.

Requires the department to promulgate rules, publicize grant availability, and provide application information and forms to interested local governments.
