HB 5925 Summary

• Amends the Public Employment Relations Act (1947 PA 336) to modify wage and benefit provisions for public employees after collective bargaining agreement expiration.

• Prohibits public employers from paying wages or benefits greater than those in effect at the expiration date of a collective bargaining agreement until a successor agreement is in place, including blocking wage step increases.

• Requires employees to bear any increased costs of health, dental, vision, prescription, or other insurance benefits occurring after the agreement expiration date through payroll deductions.

• Creates exceptions for employees eligible for compulsory arbitration under 1969 PA 312, allowing step increases expressly authorized in the expired agreement and permitting retroactive wage increases awarded by arbitration panels or negotiated agreements.

• Becomes effective March 1, 2017, and is conditioned on the enactment of a related measure (HB 5924).
