Adds definition of "animal in which a family member or household member has an ownership interest" to include animals owned, kept, harbored, or cared for by domestic violence victims or their children.

Expands the definition of "domestic violence" to include causing or attempting to cause physical harm to animals in which a family or household member has an ownership interest, when such conduct would violate Michigan's animal cruelty law (MCL 750.50b).

Changes references from "family independence agency" to "department of health and human services" throughout the domestic violence prevention statute.

Authorizes domestic violence shelter programs to use funds for housing and care of animals in which victims have an ownership interest, including provision of veterinary care services.

Effective 90 days after enactment.
