Creates the office of small business and entrepreneurship services within the department of licensing and regulatory affairs.

Office must facilitate creation and retention of small business jobs in Michigan and coordinate programs across state government to support these efforts.

Office shall operate a one-stop internet website providing step-by-step instructions for starting and operating a business, comprehensive economic development resources, and a searchable database directing businesses to relevant organizations and governmental entities by location and business type.

Website must identify academic programs, personnel, and resources from Michigan colleges and universities available to support small businesses and entrepreneurial activities.

Office shall aid small businesses and entrepreneurs, work to create an entrepreneurship-encouraging business environment, empower entrepreneurs to capitalize on market opportunities, and promote positive customer service culture among state employees interacting with the public.
