Creates a new Section 1b allowing the Michigan Department of State to issue official state personal identification cards to applicants unable to verify legal presence in the United States, if they meet all other requirements and satisfy rules established by the department.

Expands acceptable identity and residency documents to include consular IDs, passports, marriage licenses, foreign driver licenses, school transcripts, property deeds, tax returns, and asylum application receipts, with certified English translations required for foreign language documents.

Requires identification cards issued under Section 1b to display a recognizable feature indicating the card is not valid for official federal purposes, both visually and in machine-readable codes.

Prohibits discrimination against individuals holding these identification cards and prevents police officers from detaining, arresting, or penalizing individuals based solely on presenting such cards.

Exempts applicant information, social security numbers, and ineligibility determinations from public disclosure under the Freedom of Information Act, except when responding to judicial warrants or subpoenas.
