Allows county boards of commissioners in counties with populations under 75,000 to adopt a resolution to conduct nonpartisan elections for county commissioner positions instead of partisan elections.

Resolution becomes effective on December 31 of the year it is adopted by the county board.

Maintains existing requirements that county commissioner candidates must be residents and registered voters of the district they represent and remain so while in office.

Preserves the $100 filing fee or nominating petition requirement and the 20-year ineligibility period for persons convicted of certain election law violations.

Takes effect 90 days after enactment, contingent on passage of companion legislation (Senate Bill or House Bill with request number 06159'16).
