Requires stores that provide bags to offer only reusable bags or recyclable paper bags that meet specific environmental standards.

Defines "plastic carryout bag" as bags made from petroleum, natural gas, or biologically-based plastics, but excludes reusable bags and produce bags without handles.

Allows customers to use their own bags of any type to carry purchases from stores.

Establishes civil fines of $300-$500 per violation for providing plastic bags and $100-$300 per violation for failing to provide compliant bags, with each day of violation counting separately and enforced by county prosecutors or the attorney general.
