Establishes lead action levels in drinking water at 10 parts per billion beginning December 31, 2017, and 5 parts per billion beginning January 1, 2021.

Allows the department to establish lower lead action levels by rule and directs it to work toward achieving zero parts per billion as a goal.

Requires the department to promulgate rules for waterworks system design, construction, operation, and maintenance plans that protect water quality and public health.

Specifies that rules must include state drinking water standards, waterworks system classification, operator certification requirements, and capacity assessment criteria.

Expresses legislative intent to appropriate funds to local government units to cover increased costs of complying with the new lead action level standards.
