Requires operators of oil and gas wells to install and operate methane control or capture systems capable of reducing fugitive methane emissions by 99%, with exemption for wellhead-only wells.

Applies to new wells immediately upon rules promulgation and to previously permitted wells on a schedule determined by rules, with a 180-day deadline for operators to install required systems.

Imposes a $100,000 civil fine for violations, except when systems malfunction and operators promptly repair them; revokes permits for operators failing to install systems within 180 days.

Requires the supervisor to promulgate rules within 180 days addressing approved methane capture systems, compliance schedules, inspection procedures, reporting requirements, maintenance and testing procedures, and repair requirements.

Takes effect 90 days after enactment and is contingent upon passage of either Senate Bill No. ____ or House Bill No. ____ (HB 5979'16).
