Prohibits disposal of technologically enhanced, naturally occurring radioactive material (TENORM) in landfills unless radium-226 and radium-228 concentrations do not exceed 5 picocuries per gram, averaged over any single container.

Requires TENORM generators to provide written notice to the Department's Office of Waste Management and Radiological Protection before delivery to landfills, including radium concentration, volume estimate, radioactivity content, delivery date, and landfill name and address.

Requires landfill owners and operators to test all waste for radium-226 and radium-228, record shipment information independently, and annually report findings to the department.

Limits annual TENORM disposal in landfills to 2,000 cubic meters maximum, with material deposited at least 10 feet below the future landfill cap and kept separate from other waste.

Requires landfills that have accepted TENORM to test leachate and groundwater for radium-226 and radium-228 during regularly scheduled monitoring and report results to the department; takes effect 90 days after enactment.
