Requires the Department of Natural Resources to prohibit permit holders from injecting water or other substances used in hydraulic fracturing into aquifers as a condition of issuing permits for oil or gas wells using hydraulic fracturing.

Defines "aquifer" as any water-bearing bed or stratum of earth or rock capable of yielding groundwater to a water well in sufficient quantities.

Defines "hydraulic fracturing" as injecting substances including water, fluids, chemicals, foam, and proppants into a well or rock formation under high pressure to create fractures for exploration, drilling, completion, or production of oil, natural gas, or hydrocarbons.

Takes effect 90 days after enactment into law.
