• Department of Health and Human Services must contract for an independent feasibility study and actuarial model examining public, private, and public-private hybrid long-term care options.

• Study must include three specific program models: an affordable annual long-term care benefit for those needing assistance with 2+ activities of daily living, a public-private reinsurance/risk-sharing model, and a benefit available to those not currently eligible for state Medicaid.

• Report must analyze existing programs and gaps, project costs and benefits accounting for living wages and federal labor standards, estimate participant numbers, and assess workforce impacts and recruitment needs.

• Report must examine effects on family caregivers including hours of care provided, job impacts, and training access, plus projected Medicaid savings and legal/financial risks to the state.

• Department shall convene stakeholder meetings (before, during, and after study) with consumer and worker representatives; feasibility study due within 9 months; department submits legislative report with director's recommendations within 60 days of study completion.
