Amends 2014 PA 259 to modify the Michigan National Guard tuition assistance program administered by the Department of Military and Veterans Affairs.

Allows eligible National Guard members to apply for tuition assistance either before enrolling or after enrolling in an eligible educational institution, with approval based on applicant eligibility and available fund balance.

Covers courses of study culminating in vocational or technical training, certificates, or first associate, bachelor's, or master's degrees.

Requires recipients to maintain a minimum 2.0 grade point average on a 4.0 scale and provide evidence of course completion; recipients who fail to complete must reimburse the fund unless deployment prevented completion.

Takes effect 90 days after enactment.
