Amends Michigan's Drain Code to allow lands in counties not originally part of an intercounty drainage district to be added to the district, or lands to be removed resulting in a county's removal from the intercounty district, through petition or section 197(3) procedures.

Permits petitions signed by 50% of affected landowners, municipalities, or combinations thereof to request addition or removal of lands, which are submitted to the drain commissioner and forwarded to the Department of Agriculture and Rural Development.

Establishes a drainage board meeting process where the director of the Department of Agriculture and Rural Development determines if expansion or contraction is necessary for public health, convenience, or welfare, and if approved, the board apportions costs among counties and issues an order revising district boundaries.

Provides procedures for the drainage board to consider evidence and determine if additions or removals are "just and equitable," with the revised drainage board assuming all powers and duties of the original board after boundaries are established.

Takes effect 90 days after enactment into law and establishes appeal rights within 10 days after an order revising drainage district boundaries is entered.
