Removes provisions that would have increased electric vehicle registration fees if gasoline tax exceeded 19 cents per gallon, with escalating fees of $2.50 per cent for hybrids and $5.00 per cent for nonhybrid electric vehicles.

Deletes definitional sections related to hybrid electric vehicles, nonhybrid electric vehicles, gasoline, diesel fuel, and alternative fuel that were tied to the proposed surcharge structure.
