Applies new permit requirements to industrial facilities located within 1,500 feet of occupied dwellings, schools, health facilities, senior buildings, or environmental justice hotspots identified using EPA EJ Screen tool.

Requires the Department of Natural Resources to provide public notice and hold a comment period before issuing permits, with specific analysis of disproportionate impacts on racial minority or low-income communities and potential air monitoring needs.

Mandates permit holders to either maintain a vegetative buffer (trees, shrubs, and vegetation to trap pollutants) between the facility and nearby sensitive uses, or offer to purchase occupied dwellings within 1,500 feet at fair market value with deed restrictions preventing residential use.

Allows the Department to increase the 1,500-foot distance on a case-by-case basis if necessary to protect public health and prevent disproportionate impacts on racial minority or low-income communities.

Requires the Department to promulgate implementing rules within one year and takes effect 90 days after enactment.
