Amends the Public Employment Relations Act (1947 PA 336) to remove references to the Local Financial Stability and Choice Act regarding emergency manager authority over collective bargaining agreements.

Eliminates provisions requiring collective bargaining agreements to include language allowing emergency managers to reject, modify, or terminate agreements under the Local Financial Stability and Choice Act.

Removes the provision stating that units of local government entering consent agreements under the Local Financial Stability and Choice Act are exempt from collective bargaining obligations.

Takes effect 90 days after enactment, but only if House Bill No. 6030 is also enacted into law (tie-bar provision).

Does not substantively change the list of prohibited bargaining subjects for public school employers, including decisions on school calendars, open enrollment, charter schools, technology use, staffing, performance evaluations, and compensation methods.
