Authorizes local unit legislative bodies to acquire and finance energy conservation improvements through installment contracts, lease-purchase agreements, or borrowing, with repayment from the general fund or energy savings generated.

Permits energy conservation improvements to facilities including HVAC systems, roofing, insulation, building controls, fenestration, and related information technology and utility infrastructure upgrades.

Establishes financing terms not to exceed 20 years from completion or the useful life of improvements, whichever is shorter, with notes subject to the Revised Municipal Finance Act requirements.

Requires local units to report to the Michigan Public Service Commission within 60 days of completion with facility names, baseline energy consumption, project costs, and estimated annual savings, then annually for 5 years after completion.

Specifies that lease-purchase agreements are current operating expenses subject to annual appropriation and may terminate immediately if appropriated funds become unavailable, with local units retaining ownership of improvements throughout the agreement term.
