Requires each legislative appropriations bill for fiscal year 2017-2018 and thereafter to contain appropriations for only one state department or agency, in compliance with the state constitution's single object provision.

Permits the general government annual appropriations bill to contain appropriations for eight specified departments and offices: attorney general, civil rights, executive office, legislative branch, technology/management/budget, state, talent and economic development, and treasury.

Excludes supplemental appropriations from the single-object requirement.

Declares that appropriations bills violating these requirements are void and unenforceable under section 24 of article IV of the 1963 state constitution.
