Clarifies the Michigan State Capitol Commission's authority to operate, manage, maintain, repair, restore, renovate, and improve the State Capitol Building and all other facilities within the Michigan State Capitol Historic Site.

Authorizes the Commission to appoint a day-to-day manager (at-will employee) and employ staff with authority to discipline, transfer, demote, suspend, or summarily discharge employees.

Permits the Commission to contract for goods and services and make funding recommendations to the governor and legislature, including recommendations regarding the Capitol Historic Site fund.

Explicitly prohibits the Commission from controlling the Senate or House of Representatives' internal decisions regarding space allocation in the State Capitol Building or parking lot, with all such decisions made according to legislative rules and practices.

Authorizes the Commission to seek financing through the Michigan Strategic Fund or State Building Authority for repairs and improvements to mechanical, electrical, fire suppression, sewer, and plumbing systems, with property conveyance options allowed except for the State Capitol Building property itself.
