Creates a lead abatement fund within the state treasury to receive money and assets from any source, with the state treasurer directing investments and crediting interest and earnings to the fund.

Establishes a lead abatement grant program administered by the department to provide grants for surveying water systems for lead hazards, replacing mains/connectors/service lines, replacing valves, and optimizing corrosion control at treatment plants.

Requires grant applicants to submit a detailed plan including methods to identify plumbing materials, maximize lead reduction, assess lead levels before and after remediation, identify current lead levels, and prevent additional lead exposures during remediation work.

Mandates applicants provide a minimum 25% local funding match (up to 50% may be in-kind goods and services) and requires the department to prioritize applications based on greatest value to the state and greatest lead level reduction per dollar expended.

Takes effect only upon voter approval of the clean Michigan initiative reauthorization act at the next general election.
