• Creates a new "lead-safe homes fund" within the state treasury for expenditures on lead abatement measures from both lead-based paint and drinking water, plus implementation costs.

• Modifies the lead poisoning prevention program to lower the blood lead level threshold triggering department contact from 10 to 5 micrograms per deciliter and changes departmental reporting requirements.

• Bill effectiveness is contingent upon voter approval of the Clean Michigan Initiative reauthorization at the next general election.
