Requires registered electors to present photo identification for voting purposes before receiving a ballot, with acceptable forms including state-issued IDs, federal passports, military IDs, tribal IDs, and current student IDs from accredited schools.

Allows electors without required photo identification to sign an affidavit and receive a provisional ballot instead of being turned away, with certain exceptions for seniors (62+) in qualifying facilities.

Establishes a 10-day post-election verification period during which city/township clerks determine whether provisional ballot voters are eligible, with voters able to appear in person to provide identification or documentation by noon on the tenth day after the election.

Creates alternative pathways for establishing voter identity and residence, including presenting photo ID with current address, combining photo ID with supporting documents (utility bills, bank statements, paychecks), or providing documents for those with religious objections or economic hardship in obtaining photo ID.

Appropriates $8,000,000 from the general fund to the Department of State for election modernizations, voter education, and implementation of voter identification provisions, effective February 1, 2018.
