Adds requirement that township retirement systems and employee benefits be subject to the local unit of government retirement act.

Authorizes townships to establish retirement systems, procure group insurance, and arrange prepayment plans for life, accident, dental, vision, health, hospitalization, and medical/surgical services for officers, employees, and dependents.

Permits townships to establish cafeteria plans under Internal Revenue Code section 125 and contract with annuity/pension companies, with the township able to pay part or all of premium costs.

Allows automatic enrollment of eligible officers and employees in insurance or coverage, with ability to opt out through written notice to their employing office.

Bill becomes effective only upon enactment of Senate Bill (number unspecified) or House Bill 6074 of the 98th Legislature.
