Prohibits the use of vessels to transport crude oil (as defined in 46 USC 2101) on the Great Lakes or their connecting waterways by adding new section 3109f to the Natural Resources and Environmental Protection Act.

Establishes that unauthorized discharge of crude oil from a vessel into state waters constitutes prima facie evidence of a violation and subjects responsible persons to remedies and penalties under section 3115.

Makes technical amendments to section 3109 to clarify language regarding discharge prohibitions, including changes to water quality protection standards for public health, domestic uses, riparian lands, and wildlife.

Exempts municipalities from liability for certain unauthorized sewage discharges, including those from non-municipal sewerage systems (unless written responsibility accepted) and discharges from 3 or fewer on-site wastewater treatment systems.

Takes effect 90 days after enactment into law.
