Amends Michigan election law to change eligibility requirements for state senator and representative candidates from "shall be eligible" to "is not eligible" language structure.

Requires candidates to be a U.S. citizen and registered, qualified elector of their district for at least 60 days before the filing deadline.

Prohibits persons convicted of a violation of section 12a(1) of 1941 PA 370 from holding office as state senator or representative for 20 years after conviction.

Ties the effective date of this amendment to the passage of House Joint Resolution VV of the 98th Legislature as a constitutional amendment under Article XII of the Michigan Constitution of 1963.
