Amends the crime victim's rights fund statute to allow excess revenue to be used for crime victim compensation under 1976 PA 223.

Permits additional excess revenue to fund establishment and maintenance of a statewide trauma system, including staff support for trauma and emergency medical services activities.

Authorizes funding for crime survivor trauma recovery centers as provided in the crime survivor trauma recovery center act, with funds deposited into a crime survivor recovery center grant fund.

Caps expenditures for trauma system and recovery centers at $3,500,000 per fiscal year, effective for all years (removes prior fiscal year limit of $4,800,000 for 2014-2015).

Beginning October 1, 2018, limits trauma system expenditures to 50% of the maximum allowable amount unless spending is reasonably proportional to crime victims' actual utilization of these services.
