Replaces all references to "commissioner" with "director" throughout the Insurance Code sections governing insurance producer licensing.

Adds new subsection (2) to section 1239 allowing the director discretion to approve license applications even when the applicant has a felony conviction involving dishonesty or breach of trust, rather than automatically denying such applications.

Modifies section 1205 to require applicants to meet conditions "subject to section 1239(2)," making the felony conviction disqualification discretionary for both individual and business entity producers.

Renumbers existing subsections in section 1239 from (2), (3), (4), (5) to (3), (4), (5), (6) to accommodate the new discretionary felony conviction language.

Updates procedural language throughout to modernize terminology, changing "shall" to "must" and "in lieu of" to "instead," and clarifying that applicants must be notified in writing before license denial with right to hearing under the Administrative Procedures Act.
