Recognizes that Michigan counties, cities, and villages reduced general services in Fiscal Year 2017 due to economic conditions, not due to deliberate reductions in law enforcement efforts.

Deems that any reductions in sworn law enforcement officers below the highest number employed in the preceding 36 months are attributable to economic cuts in general services, exempting them from voiding road patrol agreements under MCL 51.76.

Declares that counties, cities, and villages have met the maintenance of effort requirements necessary to continue receiving secondary road patrol funding under MCL 51.77 for Fiscal Year 2017.

Permits road patrol services provided by county sheriff departments to cities and villages to remain eligible for secondary road patrol funding despite staffing reductions caused by economic conditions.
