Urges the United States President to request the Secretary of State invoke the International Joint Commission under the 1909 Boundary Waters Treaty to evaluate Ontario Power Generation's proposed underground nuclear waste repository near Lake Huron.

Expresses concern that the proposed facility, located less than a mile from Lake Huron's shore, poses risks to the Great Lakes' ecology and the tens of millions of U.S. and Canadian citizens dependent on the lakes for drinking water, fisheries, and recreation.

Cites Michigan's 1987 Public Act 204, which prohibits radioactive waste facilities within 10 miles of the Great Lakes, as justification for federal involvement in evaluating the Ontario repository.

Calls on other Great Lakes states and Canadian provinces to adopt regulations protecting the Great Lakes region from radioactive waste and to petition their federal governments to engage the International Joint Commission.

Directs copies of the resolution be sent to the U.S. President, Secretary of State, Congress leadership, Michigan's congressional delegation, and governors/premiers of Great Lakes states and Canadian provinces.
