Amends Rule 33 of the House Standing Rules to modify the composition and size of standing committees.

Increases the Workforce and Talent Development Committee membership from 14 to 15 members.

Establishes 24 standing committees with specified membership numbers, ranging from 5 members (Government Operations) to 29 members (Appropriations).

Designates four statutory standing committees: Joint Committee on Administrative Rules, House Fiscal Agency Governing Committee, Legislative Council, and Michigan Capitol Committee.

Requires committees to adopt meeting schedules at the start of each term, with additional meetings callable by the chair or majority vote of members.
