Urges the U.S. State Department to deny Plains LPG's presidential permit application for seven pipelines located beneath the St. Clair River and Detroit River.

Cites safety concerns including that two of the six St. Clair River pipelines are nearly 100 years old, the permit would allow crude oil transportation, and drinking water intakes for Detroit and other communities are located downstream.

References the 2015 Michigan Petroleum Pipeline Task Force recommendation against transporting heavy crude oil through Great Lakes pipelines, citing risks demonstrated by the 2010 Enbridge Line 6B rupture.

Notes that Plains LPG's parent company experienced a pipeline rupture in Santa Barbara, California in May 2015 that discharged over 100,000 gallons of crude oil and went undetected for more than two hours.

Directs the Michigan House to transmit copies of the resolution to the U.S. Secretary of State and Michigan's congressional delegation.
