Honors the memory of former House Representative Rosetta A. Ferguson, who passed away and served from 1965 to 1978.

Recognized Ferguson as a champion for civil rights, family values, and quality education for Detroit school children, born in Florence, Mississippi.

Sponsored Michigan's Fair Textbook Law (Public Act 127 of 1966), which required social studies textbooks to recognize the achievements of all ethnic and racial groups.

Served seven terms representing the Ninth House District (four terms) and Twentieth House District (three terms), chairing committees on state library, civil rights, retirement, social services, corrections, and youth.

Received the key to the city of New Orleans in 1968 for promoting peaceful racial understanding and was the first African-American woman treasurer of the Wayne County Democratic Delegation.
