Recognizes Matilda R. Dodge Wilson as the first woman to serve as Lieutenant Governor in the United States, appointed to the position in 1940.

Acknowledges her donation of Meadow Brook Estate and $2 million in 1957 with her husband Alfred Wilson to establish Michigan State University Oakland, which became Oakland University.

Notes that Oakland University will launch the OU Women's Leadership Institute and hold its inaugural conference on November 4, 2016, featuring participants from higher education, business, non-profits, government, and health care.
