Designates September 15, 2016, as Fetal Alcohol Spectrum Disorders Awareness Day in Michigan.

Notes that over 30,000 cases of FASD occur annually, with full Fetal Alcohol Syndrome affecting approximately 1 in 1,000 live births and FASD affecting approximately 1 in 100 live births.

Identifies prenatal alcohol exposure as causing birth defects, intellectual disabilities, learning disabilities, and attention deficits, and notes FASD is entirely preventable.

Urges Michigan citizens to increase knowledge of prenatal alcohol exposure effects, increase compassion for individuals with FASD, and work to reduce FASD incidence in the state.

Aligns Michigan's observance with international recognition of Fetal Alcohol Syndrome Awareness Day and follows U.S. Senate action calling on states to observe FASD Awareness Day.
