Adds medical research or medical tourism facilities of not less than 50,000 square feet as a targeted industry eligible for transportation economic development fund projects

Maintains existing eligible project categories including agriculture, food processing, tourism, forestry, high technology research, manufacturing, mining, and office centers

Requires all projects to meet a particular transportation need, have immediate positive impact on local employment and economy, and exclude speculative projects with little return on investment

Includes four project categories: economic development roads in targeted industries, congestion reduction on urban county roads, improvements in rural counties with population under 5,000, and improvements in rural counties with population over 5,000

Takes immediate effect upon approval
