Prohibits the Department of Education and CEPI from selling pupil education records and requires each to post an inventory of collected pupil data elements on their websites within 30 days of the effective date.

Requires the Department and CEPI to provide 30 days advance notice before collecting any new pupil data elements and to disclose to parents within 30 days (at no cost) what information was shared about their child when disclosed to third parties.

Prohibits school districts, intermediate school districts, public school academies, and authorizing bodies from selling personally identifiable pupil information to for-profit entities, with exceptions for educational management organizations with management agreements, standardized testing, and contracted educational service providers.

Requires school entities to develop and present opt-out forms to parents within the first 30 days of each school year allowing them to prevent disclosure of their child's directory information for specific uses.

Becomes effective March 22, 2017, and applies to all vendor contracts which must include express provisions protecting education record privacy and penalties for violations.
